you syncopate the cha cha.
you don't syncopate the merengue.
the beat for cha cha

Merengue
Beat 1 2 1 2 1 2

The Cha Cha moves side to side and Merengue moves front to back. the beat to the Cha Cha is a lot harder to learn. We taught it as 1 2 3 and 4 were the and was an eighth beat. In the Cha Cha you actually start on the 4 count. the Merengue is a march and gets fun when you start twisting your feet and stuff and going in circles and whatnot.
References :
Cha Cha follows a pattern of 1,2, 1,2,3. There are two styles that I personally have seen where you take the step forward and back or take it from one side to the other.
Merengue is basically a 1,2 until the end of the song. Kind of like a marching step but you shouldn't pick up your feet. The easiest way to do that is to keep your knees bent which will also allow you to move you hips in the same rhythm.
